A strong solution must operate effectively under severe constraints of skilled personnel, infrastructure, electricity and connectivity. It should define clear measurable outcomes, identify possible unintended harms, and demonstrate how the intervention can be sustained by local institutions long after initial funding ends.

When an individual’s voice can be licensed for insertion into third-party speech, identity and consent become commercial assets. The challenge is preventing unauthorised or harmful use while still allowing legitimate creative or accessibility applications.

Some advertisements use AI-generated voices without always clearly disclosing this to listeners, and consistent labeling standards for synthetic voice content remain unevenly enforced. Closing this transparency gap remains an unresolved regulatory and design issue.

Scammers increasingly use AI-cloned voices of family members to fake emergencies and pressure victims into sending money quickly, exploiting trust before people have time to verify. Reliable, fast verification methods to counter this remain underdeveloped.

As AI-generated faces and voices become more realistic, some biometric security systems can potentially be fooled by convincing synthetic versions of a real person's face or voice. Strengthening these systems against this emerging threat remains an active challenge.

Voices from grassroots groups are underrepresented. Inclusive representation mechanisms are needed.

A persistent gap exists in realizing practical, scalable solutions for mechanisms for ensuring that the voices of frontline communities shape climate and development decisions. Scientific understanding, engineering readiness and institutional capacity remain insufficient to translate promising concepts into durable impact under real-world constraints of cost, skills and governance.
