The problem of southern voices remaining underrepresented continues to affect hundreds of millions of people and undermines progress on multiple Sustainable Development Goals. Existing responses remain fragmented, under-resourced and poorly adapted to local contexts. A strong solution must operate effectively under severe constraints of skilled personnel, infrastructure, electricity and connectivity. It should define clear measurable outcomes, identify possible unintended harms, and demonstrate how the intervention can be sustained by local institutions long after initial funding ends.

Scammers increasingly use AI-cloned voices of family members to fake emergencies and pressure victims into sending money quickly, exploiting trust before people have time to verify. Reliable, fast verification methods to counter this remain underdeveloped.

As AI-generated faces and voices become more realistic, some biometric security systems can potentially be fooled by convincing synthetic versions of a real person's face or voice. Strengthening these systems against this emerging threat remains an active challenge.

A persistent gap exists in realizing practical, scalable solutions for mechanisms for ensuring that the voices of frontline communities shape climate and development decisions. Scientific understanding, engineering readiness and institutional capacity remain insufficient to translate promising concepts into durable impact under real-world constraints of cost, skills and governance.
